[ARCHIVED] First Public Hearing-FY15 CDBG Program, FY15 HIPP, OHTF



The Fulton County Board of Commissioners intends to apply to the Ohio Development Services Agency for funding under the Small Cities Community Development Block Grant (CDBG) Program and the HOME Investment Partnerships Program. The CDBG and HOME Programs are federally funded programs administered by the Ohio Development Services Agency (ODSA) Community Development Division’s Office. The ODSA also administers the state funded Ohio Housing Trust Fund (OHTF). The County is eligible for Fiscal Year 2015 CDBG/HOME/OHTF funding, provided the County meets applicable program requirements. The programs available to Fulton County are outlined in the State of Ohio Consolidated Plan and will be presented at the Public Hearing.

The first of three public hearings will be held on Tuesday, March 17, 2015 at 10:15 a.m. in the Fulton County Commissioners’ Chambers, 152 S. Fulton St., Suite 270, Wauseon, OH 43567. The purpose of the public hearing is to provide citizens with pertinent information about the programs available and the program requirements. A broad range of activities can be funded through the programs, including: housing rehabilitation, home ownership assistance, economic development, downtown revitalization, water and sewer facilities, flood and drainage facilities, streets and sidewalks, senior centers, parks, and demolition of unsafe structures. Projects must be designed to primarily benefit low-to-moderate income persons, aid in the prevention of slums or blight, or meet an urgent need in the community.

1. Community Housing Impact and Preservation Program (CHIP)
2. Housing Development Assistance Program (HDAP)
3. Community Housing Development Organization (CHDO)
Competitive Operating Grant Program
4. Homeless Crisis Response Program
5. Supportive Housing Program
6. Housing Assistance Grant Program
7. Housing Opportunities for Persons with AIDS (HOPWA) Program

Community and Economic Development Programs

1. Community Development Program
A. Community Development Allocation Grants ($100,000 or no less than $75,000 for PY)
B. Neighborhood Revitalization Grants ($300,000 grant ceiling)
C. Downtown Revitalization Grants ($300,000 grant ceiling)
D. Critical Infrastructure Grants ($300,000 grant ceiling)

2. Economic Development Loan and Infrastructure Program ($500,000 grant ceiling for direct loans)
A. Economic Development Loan Program
B. Economic Development Public Infrastructure Grant Program
C. Residential Public Infrastructure Grant Program ($100,000 additional for on-site improvements)

The primary focus of this first public hearing is to give an overview of the above-listed programs. A second public hearing will be held at a future announced date prior to the County’s submittal of specific grant applications for which the County may apply.

Citizens are encouraged to attend this meeting on March 17, 2015 to provide input. If a participant will need auxiliary aids (interpreter, Braille or taped material, listening device, or other) due to a disability, please contact the Fulton County Commissioners prior to March 10, 2015 at 419-337-9255 in order to insure that your needs will be accommodated. The facility is handicap accessible.
