NOTICE OF FIRST PUBLIC HEARING – FULTON COUNTY

PY 2019 HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME)
OHIO HOUSING TRUST FUND (OHTF)
Fulton County intends to apply to the Ohio Department Services Agency (ODSA) for funding under the Small Cities Community Development Block Grant (CDBG) Program and the HOME Investment Partnerships Program. CDBG & HOME are federally funded programs administered by ODSA, Office of Community Development (OCD). The ODSA also administers the state funded Ohio Housing Trust Fund (OHTF). The County may be eligible for approximately $4 million of Program Year 2019 CDBG/HOME/OHTF funding, providing the County meets applicable program requirements. The programs available to Fulton County are outlined in the State of Ohio Consolidated Plan and will be presented at the Public Hearing.
This first of three public hearings will be held on Tuesday, January 29, 2019 at 9:30 a.m. in the Fulton County Commissioners Office located in the basement at 152 S. Fulton St. Wauseon, Ohio 43567. The purpose of the public hearing is to provide citizens with pertinent information about the programs available and program requirements. A broad range of activities can be funded through the programs, including: housing rehabilitation, home ownership assistance, economic development, downtown revitalization, water and sewer facilities, flood and drainage facilities, streets and sidewalks, senior centers, parks, and demolition of unsafe structures. Projects must be designed to primarily benefit low-to-moderate income persons, aid in the prevention of slum or blight, or meet an urgent need in the community.
The following CDBG/HOME/OHTF programs were available to Fulton in PY 2017. It is anticipated similar funding may be available in PY 2019, pending all application requirements are met:

- with Fulton County, Henry County, the City of Napoleon, and the City of Wauseon through
Maumee Valley East CHIP Consortium
*Homeless & Supportive Housing Programs
- Housing Development Assistance Program (HDAP) $4,000,000 statewide
- Homeless Assistance Grant Program $100,000
- Housing Assistance Grant Program $500,000
*Targets of Opportunity Program $1,000,000 statewide
*New Horizons Fair Housing Assistance Program $50,000
*General Program Income $100,000
The primary focus of this First Public Hearing is to give an overview of the above-listed programs. A second and third public hearings will be held at a future announced date prior to the submittal by the County of specific grant applications. Citizens are encouraged to attend this meeting on Tuesday, January 29, 2019 to provide input on the County program.
