Sealed Proposals will be received by the Fulton County Commissioners, 152 South Fulton Street, Suite 270, Wauseon, Ohio 43567 until 9:30 a.m. on Monday May 14, 2012 and publicly opened and read aloud in the Commissioners Session Room at 9:31 a.m. for the following work at Fulton County Airport, Wauseon, Ohio: T-Hangar Taxiway Pavement Rehabilitation, including existing pavement removal, earthwork, hot-mix bituminous pavement, marking, and other incidentals.

Copies of the Contract Documents containing all the forms and requirements are available to prospective bidders at the offices of Stantec Consulting Services Inc., 1500 Lake Shore Drive, Suite 100, Columbus, Ohio 43204, (614) 486-4383 upon non-refundable payment of $100 per set payable to Stantec Consulting Services Inc. Contact Brian Crosier at (614) 486-4383 with questions. A hard copy of the Bid Documents must be obtained from Stantec, and proposals must be submitted on the Proposal Forms contained in these Contract Documents.

Proposals shall be accompanied by either a Bid Guaranty and Contract Bond for 100 percent of the bid; or by a certified check, a cashier's check, or letter of credit on a solvent bank in the amount of 10 percent of the bid. If a check or letter of credit is submitted, a separate Contract Bond for One Hundred percent (100%) of the amount of the contract, with a satisfactory surety or sureties, will then be required from the successful bidder for the faithful performance of the work. Attention of the bidder is called to the statutory requirements of the State of Ohio relative to licensing of corporations organized under the laws of any other state. The bidder will be required to state in full detail, on his proposal, his experience in this class of work. Bids from contractors inexperienced in this particular class of work will not be considered.

Work under this project is subject to the following federal requirements: Buy American Preference, Civil Rights Act of 1964; Airport and Airway Improvement Act of 1982, Section 520; Lobbying and Influencing Federal Employees, Access to Records and Reports; Energy Conservation; Breach of Contract Terms; Rights To Inventions; Trade Restriction Clause; Veteran’s Preference; Davis-Bacon Act (Prevailing Federal Wage Rates); Equal Opportunity Clause; Certificate of Nonsegregated Facilities; Notice of Requirement of Affirmative Action; Equal Employment Opportunity Specification; Termination of Contract; Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion; Contract Workhours and Safety Standards Act Requirements; Clean Air and Water Pollution Control; and Disadvantaged Business Enterprise Plan.

The Fulton County Commissioners hereby notify all bidders that disadvantaged business enterprises will be afforded full opportunity to submit bids in response to the Advertisement and that bidders will not be discriminated against on the grounds of race, color, religion, ancestry, sex, creed, age, handicap, or national origin. Award of work, if it is awarded, will be made to the lowest and best bidder(s) whose proposal complies with all requirements prescribed. The right is reserved to waive any informalities or technical defects, as the interests of the Fulton County Commissioners may require, or to reject any or all proposals. No award will be made if it exceeds the Engineer’s Estimate by more than 10 percent.
