The Board of Fulton County Commissioners will receive sealed bids in their office, 152 S. Fulton Street, Suite 270, Wauseon, Ohio 43567 until February 28, 2017 at 9:30 a.m. for East Industrial Parkway Widening and Reconstruction, Village of Fayette Project #01-2017. The Issuing Office for the Bidding Documents is:
ARCADIS, One Seagate, Suite 700, Toledo, Ohio 43604. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9 a.m. and 4 p.m., local time, and may obtain copies of the Bidding Documents from the Issuing Office as the following describes. Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable charge of $35 including ground shipping. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $150 per set, payable to
ARCADIS, plus a non-refundable shipping charge. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Each Bidder must be a Bidding Documents Plan Holder as defined in Article 1 of the Instructions to Bidders. A list of Bidding Documents Plan Holders will be available via the internet at:
http://bidads.arcadis-us.com/bidsystem/index.asp. Bids must be submitted on the forms found in the Bidding Documents; must contain the names of every person or company interested therein. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. The Owner intends and requires this project be substantially complete no later than October 30, 2017. Each bidder shall be required to file with his proposal a Bid Guaranty in accordance with Section 153.54 of the Ohio Revised Code. The guaranty shall be a bond for one hundred percent (100%) of the bid amount. A certified check or cashier's check for ten percent (10%) of the bid can be submitted in lieu of a bond. The successful Bidder will be required to furnish a satisfactory Performance Bond for one hundred percent (100%) of the bid amount. Bidders must comply with the prevailing wages rates for Public Improvements for Fulton County, Ohio as determined by the Secretary of Labor, under the Federal Labor Standards. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. SPECIAL ATTENTION MUST BE GIVEN to all the requirements contained in the bid packet, particularly to prevailing wages, various insurance requirements, various equal opportunity and block grant provisions, and the requirement for a performance bond for 100% of the contract price. Any bid may be withdrawn prior to the schedule closing time for the receipt of bids, but no bidder shall withdraw his bid within 90 days after the actual opening thereof. The County reserves the right to reject any or all bids, waive irregularities in any bid, and to accept any bid which is deemed most favorable to the County.
